Since the late 90s, the government of Larimer County, Colorado has been pursuing both Middle Bald Mountain and South Bald Mountain as sites for the construction of an 800mhz & VHF radio facility.

At 11,000 feet, these alpine summits are the highest peaks in the Laramie Mountains and are located in the Roosevelt National Forest. South Bald Mountain lies in the Green Ridge - East designated roadless area.

Larimer County has twice applied to the National Forest Service for construction permits. The first application, for South Bald Mountain, was denied due to that summit's roadless designation. The second application, for Middle Bald, was dropped after Larimer County commissioners killed funding for the project in 2008. As of 2009, the county is testing radio coverage on both summits in preparation for possible new applications.

If Larimer County succeeded in developing these summits, it would open the way for radio, tv, and cell towers in the same locations. The National Environmental Protection Act gives preference to sites that are previously developed. In fact, when the National Forest Service received Larimer County's application for Middle Bald Mountain, the agency immediately called for additional applications by commercial providers.

The Mummy Range Institute, based in Red Feather Lakes, Colorado, opposes development on both summits because of the fragility and uniqueness of the sites, the availability of alternatives and lack of demonstrated need or benefit of these specific locations, and the multimillion-dollar cost of construction and ongoing maintenance.

We further object to Larimer County's long-standing failure to work openly with concerned citizens.
